New Work Visa Rules in Canada: What Changed in 2025?

The Government of Canada introduced significant updates to its work visa and permit programs in 2025. These changes affect salary thresholds, digital application streams, and faster pathways to permanent residence — making it easier for foreign workers to plan and apply.

1) Lower Salary Thresholds for Skilled Stream

In previous years, many Skilled Worker and LMIA-based permits required high wages or long employer commitments. However, in 2025 the salary requirement has been adjusted to a minimum of $45,000 CAD annually for eligible occupations. This opens the door for more applicants across sectors like hospitality, trades, and basic care.

2) Digital Application Fast-Track for Remote/Cross-Border Roles

Canada launched a new “Remote Worker Stream” allowing employers to apply for permits for global remote workers who will remain outside Canada but contribute to Canadian firms. The stream supports roles paid in USD or United States dollars. Applicants must show remote contract, stable connectivity and a resume with remote-work proof.

3) Quicker Path to Permanent Residence for Essential Jobs

Non-degree workers in health care, food service and trades can now qualify for the Canadian Immigrant Stream after just 12 months of skilled work under a work permit — down from prior 24 months. This change is a huge shift for many applicants.

4) Provincial Pilot Programs Expanded

More provinces (like Nova Scotia, Prince Edward Island, Manitoba) added dedicated permit streams for newcomers with language levels as low as CLB 5 and wage starting at $28 CAD/hr. Applicants can apply with job offers in smaller communities.
